The CCPA does only apply to the State of California. However, there are a couple options for you to decline that your information not be shared outside of payment processors.
To help clarify, we do not sell your personal information for any monetary gain. The state of CA has an asterisk that says they can consider the transfer* of your information to a 3rd party, (though not actually sold,) as a sale.
To explain a little further about what those 3rd parties can entail: We utilize Google Analytics and Network Advertising initiatives that allow 3rd parties to cater to you based on your search history, purchase history, etc, however keep in mind this will apply to many other sites you visit online, not just ours. (This is when you google "grow racks" and consistently get ads for various companies selling grow racks throughout your social media/or browser surfing, possibly including our own ads.)
